Unintended upgrades to RHEL 9.5 with bootc

      Description of problem:

      The bootc instructions / examples have a "dnf upgrade" in them, but no "--set-ver" of the os release.
      Similiar to what we found with OCPBUGS-44579, we need to ensure that bootc images do not accedentally upgrade the OS to an unsupported version.
      
      We need to test and document this accordingly. 
      
      ANother questions that comes to my mind in this context is how EUS works with bootc - is there a base image for this, or do we need to upgrade using EUS repos in the Containerfile?
