The bootc or rpm-ostree usroverlay occasionally freezes the system

      Description of problem:

      The 'sudo rpm-ostree usroverlay && sudo chmod 000 /usr/bin/hostname' failed in the test on CentOS 9.
      This may be a sign that we need to conditionally switch to 'bootc usroverlay' command when appropriate.

      Happened in CI in different versions.
      

      How reproducible:

      Seems to happen occasionally on CentOS 9 tests, unrelated to the MicroShift version.
