According to https://kubernetes.io/docs/concepts/services-networking/dual-stack/ existing services will remain in SingleStack when dual stack is enabled. These need an update to get both stacks automatically.

The same happens to pods, they need to get restarted to grab both IP families or else they remain as they are, regardless of rebooting the host.
