As a SHIP admin
I want a monitor to exist that can be configured to monitor arbitrary SHIP components
So that outages can automatically be reported to the SHIP status dash

This monitor will be created for use in any cluster where SHIP components are run. The initial deployment will be on app.ci.

Acceptance Criteria

• Monitor is created that takes configuration for components to monitor
• It knows how to check for outages within those components, and report them to the SHIP status dash API
• Sends an all clear with a list of components that are not in outage
