Minimize Openshift Origin Jobs that run by default

      Part of the cost saving effort around CI has led to the discussion regarding the value of the large number of jobs that run automatically on origin for each pr.

      This story is to further analyze the minimum set of job that should run for each PR. Consider blocking jobs and variants like metal ipv6, techpreview, hypershift, microshift, micro and minor upgrades.

      Currently there are over 30 jobs that run for each pr. We want to remove the automatic running of most of those jobs, focus on the blocking signal and allow tooling like CR to detect regressions going forward.

      Autorun turned off for all e2es, required added to the subset list.  Developers will be required to manually run the required jobs.  Need to announce on aos-devel when the change goes in.  Justin discussing more with staff engineers but we can proceed with origin
