Slack thread discussing 4.20-e2e-gcp-custom-dns job that has caused failures for other components. This job has been Removed but old data is still causing regressions. We should lower the job tier so it isn't blocking for 4.20, but not all releases as it will likely comeback in the future.

I don't see a regression in CR yet or even the noted FeatureGate Failures.  We might want to follow up on the slack thread to see if there are any.

It looks like e2e-gcp-custom-dns presubmits were added back but still don't contain the `-techpreview` variant.
