In order to support HCM or OKD, we need to support arbitrary releases that aren't solely [:digit:]+.[:digit:]+.

We have a release named "Presubmits" today but there a lots of special cases to allow it, as we assume and split on release types.  

Will be quite exploratory, we do not fully know how far this goes but it's likely to be a long way into the code base. Moving to a spike to investigate.

How do we create releases, how do we identify the prior release, etc.
