User Story:
As an OpenShift Engineer I want updated MAO to use newer IPAddressClaim so we no longer get the deprecated message for using v1beta1 IPAddressClaim which seems to have been caused by bumping CAPI.

Description:
There are warning messages in the MAO that state:

"ipam.cluster.x-k8s.io/v1beta1 IPAddressClaim is deprecated; use ipam.cluster.x-k8s.io/v1beta2 IPAddressClaim" controller="machine-controller" object="openshift-machine-api/ci-op-jdk198jt-4c063-z79r8-worker-0" namespace="openshift-machine-api" name="ci-op-jdk198jt-4c063-z79r8-worker-0" reconcileID="845b0755-f7f0-4399-9501-217400b45fe9" 

Acceptance Criteria:
This warning message is reduced to only when existing older v1beta1 CRs are in use, not after new installs.
