USER STORY:
As a Cluster Administrator, I want to upgrade my existing OCP clusters on vSphere to use CAPI, so that I can benefit from the new infrastructure management approach.

DESCRIPTION:
Implement the upgrade mechanism to migrate existing MAPI-based vSphere clusters to CAPI management.

ACCEPTANCE CRITERIA:
• Existing MAPI clusters can be upgraded to CAPI
• Upgrade process is reliable and well-documented
• No cluster downtime during migration
• Rollback mechanism available if needed
