As a OpenShift Engineer I want to configure the OpenShift installer to seamlessly integrate with CAPA during AWS instance provisioning, specifically by exposing necessary configuration options within the install-config.yaml file and passing them to CAPA so that we have a streamlined and automated process for deploying OpenShift onto the dedicated AWS host.

This user story focuses on modifying the OpenShift installer to directly utilize CAPA for automated AWS instance provisioning, enabling streamlined deployment of the OpenShift environment.
Requirements:
- dedicated host is BYO and must pre-exist

- The OpenShift installer is modified to expose new configuration options required to provision a node on a dedicated host.
- The installer incorporates validation logic to check the configuration options for correctness.
- Presubmit job must be passing.
- Must install on control plane and
workers. we'll handle compute nodes in another card. it will pre-req capi.
