• SD requires the ability to block edges for managed clusters, even when all the OCP-core graph-data approvers are off-duty.
• We will create OWNERS in blocked-edges/,  [1] which lists both sre-update-risk-approvers and the existing cincinnati-graph-data-approvers as approvers.
