For quite a while openstack-operator has relied on dataplane-operator and pulled in bits from the other operator-bundles a build time. This does not work for downstream.

make bundles or some other deterministic process should generate the required yaml files.

dprince@redhat.com has worked on a possible approach to get rid fo csv-merger and simplify the bundle generation process for openstack-operator.

This is blocking automation of building a full set of operators/bundles downstream.
