Goal: 

• cleanup  kube-rbac-proxy from https://github.com/openstack-k8s-operators/openstack-operator/blob/main/bindata/operator/managers.yaml#L81-L102 when all service operators got updated

Acceptance Criteria:

kube-rbac-proxy references in operator deployments removed.
