As a new CI-Framework User

I Want to be guided through what I will find in the Openstack-k8s-operators/ci-framework repository. I want to understand:

• The structure of the codebase
• Top level playbooks
• dependencies
• Roles
• The purpose of each top level playbook along with how it is used

So That I can understand the codebase structure and build my overall understanding of the ci-framework

Definition of Done:

• All document sections outlined above created and added to the ReadTheDocs page
