The Watcher CRD defines the top level watcher sevice and needs to call watcherapi, wathcer-applier and watcher-decision-engine. Once the three nested controollers are functional, we will integrate them into the main watcher.

Definition of Done:

• watcher calls the 2nd level CRs passing all the required parameters.
• Functional and kuttl tests are implemented to test that a full watcher service is deployed from a Watcher CR.
