Currently, the preflight auth check OTE test is made for the Helm applier and has a specific check for existence of the update on clusterextensions/finalizers permission.

We need to update the test suite run this test only if the boxcutter FG is disabled and add a similar test for the update on clusterextensionrevisions/finalizers permission to be executed when the boxcutter fg is enabled
