The current Helm chart/manifest does not support disabling feature-gates, only enabling then. There needs to be a mechanism to disable feature-gates, and add extra arguments if required (e.g. a feature-gate is replaced by a new command-line argument).

This downstream ticket includes any work necessary in operator-framework-operator-controller and cluster-olm-operator.
