OCP Major version based manifest inclusion for CVO

      Feature Overview (aka. Goal Summary)  

      An elevator pitch (value statement) that describes the Feature in a clear, concise way.  Complete during New status.

      CVO currently manages manifests being included in the payload based on whether or not they are in the currently enabled feature set, we are also adding support for feature gates in OCPSTRAT-2485.

      To be able to build 5.0 and 4.23 from the same release branch (and possibly other future paired releases), we need the ability to include manifests based on their major version series.

      Would like to see:

      • The ability to include a specific manifest only when the OCP major version is X or lower
      • The ability to include a specific manifest only when the OCP major version is X or higher
      • The ability to include a specific manifest only when the OCP major version is X

      This will then tie into allowing the API repo to inject different feature gates for a featureset depending on whether the payload was built as 4, 5, 6 etc

      Goals (aka. expected user outcomes)

      The observable functionality that the user now has as a result of receiving this feature. Include the anticipated primary user type/persona and which existing features, if any, will be expanded. Complete during New status.

      Allow manifests to be included or excluded based on the particular OCP major version

      Requirements (aka. Acceptance Criteria):

      A list of specific needs or objectives that a feature must deliver in order to be considered complete.  Be sure to include nonfunctional requirements such as security, reliability, performance, maintainability, scalability, usability, etc.  Initial completion during Refinement status.

      A new annotation can be added to manifests to allow them to be applied based on semantic equivalence to the major version of the release (`<=4, 5, >=5`)
