adjust 3 kube-apiserver origin tests to pass degraded tnf run

      the tests are:

      [sig-arch][Late][Jira:"kube-apiserver"] all registered tls artifacts must have no metadata violation regressions [Suite:openshift/conformance/parallel]
      [sig-arch][Late][Jira:"kube-apiserver"] all tls artifacts must be registered [Suite:openshift/conformance/parallel]
      [sig-arch][Late][Jira:"kube-apiserver"] collect certificate data [Suite:openshift/conformance/parallel]

      they are most likely failing because of the on-disk cert collection pins a helper pod to every
       control-plane node (spec.nodeName), 
      and with master-1 intentionally down in the degraded lane, 
      the pod pinned to that node never starts and the wait times out.

      if this pod can only be ran on one running node then the tests can be adjusted
