we need to investigate the tests that are still marked as either flake or "?" to see if they are really meant to fail 

one way to do that is to remove these tests from the ci lane: 

• as: e2e-metal-ovn-two-node-fencing-degraded-techpreview
  run it and analyse if and why these tests are failing
