      Description of problem:

      The Note "Perform the following step only if you are using OVNKubernetes Container Network Interface (CNI) plugin." should be moved into 14. from 11.c. 
Due to the extra steps added from 4.11., the note informing about the step only to be applicable if you are using the OVN plugin got moved away two points.
