      This is a clone of issue OCPBUGS-77038. The following is the description of the original issue:

      Description of problem:

      When running the pre-released kernel that includes Carter Flats DPLL information (RHEL-123195), the current code gets confused because the DPLL exposed only displays a pps lock state and not an eec lock state.

      How reproducible:

      100% with the side-loaded kernel

      Steps to Reproduce:

          1. Configure T-GM config on GNR-D with the ptp operator
    2. Wait for lock

      Actual results:

      Overall DPLL state never locks

      Expected results:

      Overall DPLL state should lock
