e830 plugin must ignore Carter Flats DPLL if present in kernel

      Description of problem:

      When running the pre-released kernel that includes Carter Flats DPLL information (RHEL-123195), the current code gets confused because the DPLL exposed only displays a pps lock state and not an eec lock state.

      100% with the side-loaded kernel
          

      Steps to Reproduce:

      1. GNR-D hardware with side-loaded kernel from https://brewweb.engineering.redhat.com/brew/taskinfo?taskID=70063622  (https://download-01.beak-001.prod.iad2.dc.redhat.com/brewroot/work/tasks/3622/70063622/kernel-rt-core-5.14.0-570.89.1.iceumgdDPLL.el9_6.x86_64.rpm)
      2. Configure T-GM config on GNR-D with the ptp operator
      3. Wait for lock

      Actual results:

      Overall DPLL state never locks
          

      Expected results:

      Overall DPLL state should lock
