This is a clone of issue OCPBUGS-76494. The following is the description of the original issue:

Description of problem:

ART can't build ptp-operator hermetically.
The following is the error:

    cannot find package "github.com/k8snetworkplumbingwg/ptp-operator" in any of:
	/usr/lib/golang/src/github.com/k8snetworkplumbingwg/ptp-operator (from $GOROOT)
	/cachi2/output/deps/gomod/src/github.com/k8snetworkplumbingwg/ptp-operator (from $GOPATH)

In the Dockerfile we use the following env var is set to "off" 

ENV GO111MODULE=off 

changing it to "auto" 

ENV GO111MODULE=auto

makes us able to build the ptp-operator hermetically.
