Description of problem:

ARO needs the hosts plugin to be enabled in the CoreDNS Corefile on Day-0 when custom-DNS is enabled by enabling userProvisionedDNS. Initial understanding was that it would be needed only on Day-2. So, it has to be backported to 4.21 too.
