      Description of problem:

      While testing OpenShift 4.20 on GCP with IPI Shared VPC and UserProvisionedDNS (Tech Preview), customer observed installation failures as the installer looks for Compute Addresses in the host project instead of the service project.
      While discussing this on slack, found out that there's a bug in the installer that needs to be fixed.
