CCO pod crashing with nil pointer exception

      This is a clone of issue OCPBUGS-74384. The following is the description of the original issue:

      Description of problem:

          AN upgrade is stuck at 70% with the CCO pod in CLBO due to a nil pointer exception. The exception is that infra.Status.PlatformStatus doesn't exist on the object.  However, we can see in the must-gather that it is present.

      Version-Release number of selected component (if applicable):

          4.17.46

      How reproducible:

          Unsure at the moment, I don't have a vSphere lab to test this with. 

      Steps to Reproduce:

          1. Begin an upgrade from 4.17.46 to 4.18.31.
          2. Temporarily lose VMs due to vSphere infrastructure maintenance.
          3. Observe CCO pod go into CLBO.
          

      Actual results:

          CCO pod does not recover from CLBO, cluster upgrade stuck at 70%.

      Expected results:

          CCO pod to recover from exception, upgrade to continue.
