Description of problem:
When attempting to install OCP on vSphere UPI with bare metal nodes, the process of adding the new network for the BM nodes to the infrastructure CR results in a degraded cluster network operator.

Steps to Reproduce:
1. Install OCP on vSphere using UPI
2. After install, modify infrastructure CR to contain network definition for new nodes
3. CNO will go degraded

CNO is degraded
