Before this fix, the application selector on the Topology page got reset to All applications after selecting an application. With this fix, the user can successfully apply the Application in the Topology.

This is a clone of issue OCPBUGS-62713. The following is the description of the original issue:

Description of problem:
The Application filter at the top of the Topology page in the Developer's perspective (only) gets reset back to 'All Applications' after you've selected a specific application group. Sometimes it doesn't reset.
I could not reproduce in a 4.19.7 ROSA cluster, but it is reproducible in 4.19.10.

How reproducible:
Testing topology contributions and discovered this bug. Use a 4.19.10 cluster and follow the steps to reproduce below.
Steps to Reproduce:
1. Login to a 4.19.10 cluster using admin
2. Enable the Developer's perspective. You can select 'Enable'
3. Go to the Developer's perspective and select the Topology tab
4. Select the project 'openshift-monitoring'
5. Under the Application filter, change it from 'All applications' to 'openshift-monitoring'.
--> It will reset unexpectedly back to 'All applications'
Note, from what I saw, this only happens in the Developer's perspective
Actual results:
Filter resets to 'All applications'
Expected results:
Filter should remain at 'openshift-monitoring'
