Description of problem:

before Roles list page is completely loaded and rendered, we are showing an intermediary No Roles found page

Steps to Reproduce:

1. cluster admin or normal user navigate to User Management -> Roles page

Actual results:

1. we can see an intermediary page showing "No Roles found" before Roles list table is rendered

Expected results:

1. show loading skeleton instead of "No Roles found" page before content is completely loaded
