'Filter rules by action or resource' on Role details page doesn't filter rules correctly, also the Rules table was not loaded after filter is cleared

1. cluster-admin or normal user goes to User Management -> Roles page
2. click on any role or clusterrole to go to Role Details page    

2. In the "Rules" section, type some characters in 'Filter rules by action or resource...' then clear  

Rules are not filtered and it always shows 'No Rules found' even after filter is cleared
