      Update `Administrator` perspective to "Core Platform" in guided tour    

      Version-Release number of selected component (if applicable):

      4.21.0-0.nightly-2025-12-15-212843    

      How reproducible:

      Always    

      Steps to Reproduce:

      1. enable developer perspective
      2. normal user login to openshift web console
      3. launch the guided tour
          

      Actual results:

      The first step in guided tour is "Perspective Switcher", in the tour message we still mention `Administrator` perspective
      
      Switch between the Developer and Administrator perspectives.Use the Administrator perspective to manage workload storage, networking, cluster settings, and more. This may require additional user access.    

      Expected results:

      The Administrator perspective has been updated to "Core Platform", so we should also update the tour message to be more accurate
