[4.20] LSO - references in CSV must use pullspecs declared in image-references file

      Description of problem:

      After updating LSO CSV with operators.openshift.io/must-gather-image annotation, the ART build fails. We need to either update the annotation to use the pull-spec defined in image-references file or add the pull-spec we currently use to the image-reference file.
