Description of problem:
When the RT kernel is enabled, the SNO conformance upgrade tests permafail due to an extra reboot cycle from the RT kernel being applied.

Any lane from the nightly jobs or the nightly upgrade jobs referencing the openshift-upgrade-aws-single-node-realtime workflow fails to complete the upgrade due to the realtime kernel requiring an extra boot.
