HAProxy timeouts are too long

      Description of problem:

      Some of the timeouts in HAProxy for on-prem IPI are excessively long, which can cause problems in some environments. It also does not match what we document for UPI loadbalancers. We should shorten them to be in line with what is used elsewhere.

      At the time of writing, we do not intend to backport the timeout change in the interest of not introducing a problem on a z-stream release, but I'm opening this as a bug in case we do end up needing to backport.
