Update ExternalOIDC payload tests to use proper e2e image process

      Description of problem:

          The ExternalOIDC origin tests did not appropriately follow the e2e image process outlined in https://github.com/openshift/origin/blob/main/test/extended/util/image/README.md

And as such resulted in the mirroring of the keycloak image to metal-ipv6 clusters to fail.

In order to get appropriate coverage for feature promotion, we need to fix this so we can add metal-ipv6 jobs that run our feature tests.
