Description of problem:

This is a follow up on bug ~~OCPBUGS-43724~~, but a recent customer case using a version with the fix shows that the issue persists.

    4.18.15

How reproducible:

Always

Steps to Reproduce:

    1. Create setup for BYO Vnet setup
    2. Reserve some (user mentioned 4) of the first ip addresses in the cidr block
    3. openshift-install create manifests

Actual results:

    Installer throws an error

Expected results:

    Either installer or capz should find first available ip for LB
