installer no longer gathers bootstrap journal for image pull

      Description of problem:

      If the bootstrap node fails to pull the release image, the individual service logs are no longer captured in the bootstrap log bundle.

This is due to a new dependence on the node-image-pull service introduced in https://github.com/openshift/installer/pull/8742

      Steps to Reproduce:

          1. Install with a bad pull secret
    2. openshift-install gather bootstrap
    3. openshift-install analyze <log bundle>

      Actual results:

          everything looks fine

      Expected results:

          analyze should identify failed image pull
