Greenboot Fail Marker not removed on ostree deployments

      Previously, the greenboot health check marked some healthy Image mode for RHEL systems as unhealthy due to a 300-second timeout, which was insufficient for systems with slow networks. Beginning in MicroShift 4.18, the default greenboot wait timeout has been extended to 600 seconds to provide more time to download images and ensure accurate system checks.

      This is a clone of issue OCPBUGS-51184. The following is the description of the original issue:

      Description of problem:

      There was an expectation that upon failed greenboot, the host will be rebooted so the /run/microshift-greenboot-healthcheck-failed is removed, but this expectation doesn't play nicely with non-ostree deployments...
