Description of problem:

After fixing the bug:  OCPBUGS-38766 Change ArgoCD apps default deletion behavior , we have to update the documentation to reflect this important chagne when configure a ZTP Hub:

Maybe a note after point 4 saying something like:

"By default ArgoCD Apps deletion propagation policy is set to foreground. We need to set it to background for better cleaning of all the related resources."

But this will be set automatically on any new installation. How do we warn to installations already done, to update this?

We should document it from 4.17 to 4.16.
