After CGU timed out it got stuck in a loop and kept adding duplicates to status field

      Description of problem:

      After my CGU timed out my TALM kept reconciling the timed out CGU and kept adding duplicates clusters to the status field

      Version-Release number of selected component (if applicable):

      4.12

      How reproducible:

      2/2 attempts (100% success)

      Steps to Reproduce:

      1. Configure the reproduct steps using "oc apply -f reproduction.yaml"
      2. Wait for the CGU to timeout (5 minutes)
      3. Observe TALM stuck in the bad state

      Actual results:

      Cluster status grew unbounded and CGU never stopped reconciling

      Expected results:

      Cluster status does not contain any duplicates and CGU stops reconciling after it times out
