T-GM : ts2phc process restart doesn't update PTP syncState when the process recovered

      This is a clone of issue OCPBUGS-35587. The following is the description of the original issue:

      Description of problem:

       process like pch2sys , ts2phc,ptp4l restart when unexpectedly terminated. This action should trigger ptp event; PTP4l or ts2phc (in GM case) termination should trigger ptp-state  FREERUN and recover back to LOCKED. While  pch2sys shoudl trigger os-clock state as FREERUN and recover to LOCKED. 
      Incase of T-GM ts2phc process termination  only triggers FREERUN and doesn't recover back
