TALM attempting to approve PAO installplan for 4.11 operator upgrade

      Description of problem:

      While attempting to upgrade both the platform and operators of 2340 SNOs, I found that TALM is creating resources in order to approve an install plan for performance-addon-operator although the policy for PAO is set to a compliancetype of mustnothave.  There should be no installplan and TALM shouldn't be looking for an installplan in this case because PAO was merged into the node tuning operator for 4.11 OCP
