Description of problem:

    when we update the operatorCr.operatorloglevel from Normal to Debug，we found the openshift-controller-manager has also rollouted, but this do not make sense

How reproducible:

    update the operatorCr.operatorloglevel

Steps to Reproduce:

    1.update the operatorCr.operatorloglevel
   2. check the openshift-controller-managerl has rollout too
    3.

Expected results:

no need to rollout openshift-controller-manager when we update the operatorloglevel
