      Description of problem:

A change in the node results in reprocessing the configuration, which results in reprocessing the services. This results in an unnecessary cpu load.

Version-Release number of selected component (if applicable):

      4.11+

      How reproducible:

      Always

      Steps to Reproduce:

      1.Create a metallb configuration
2.Apply a random label to one node
      3.Observe the logs

      Actual results:

The event produces a configuration reload which in turn triggers service reprocessing

      Expected results:

The event is processed and discarded for no change
