Add a README file which provides the following details:

• Documentation of the rebase script
• How to generate the ansible_collections directory
• How to find out the requirements.txt file corresponding to the Pipfile and Pipfile.lock
• How to find out the find the build requirements for each of the python package in the requirments.txt file
• How to deal with the conflicts in versions of the python packages found as part of the build requirements
• How to finally update the Dockerfile.requirements which will generate all the required requirements files
