Add a runbook for every alert. A runbook is a markdown file located in https://github.com/openshift/runbooks/

Each alert must have a link to its runbook. Link to the runbook must be provided through the dedicated annotation.

The runbooks should at least contain the same description as documented here: [1], + what we currently append to the description annotation for configuring or disabling the alert; (and thus we can remove that sentence from the description annotation)
