Context
Prepare a new minor release of the AWS Load Balancer Operator to validate the Konflux release flow, ensuring all release components and prerequisites are in place.

Description

This user story focuses on setting up the necessary release infrastructure for a minor release of the AWS Load Balancer Operator, specifically targeting the tenant workspace. Key tasks include:

• Creating the appropriate ReleasePlan and Release objects.

We expect 2 ReleasePlans, one for the staging and one for the production. The staging can be configured to do the automatic releasing for every new FBC. The production releasing should be done manually.
