Re-introduce the DNS CI coverage for golang and glibc resolver libraries

This story is to re-introduce the origin API tests as currently implemented by https://github.com/openshift/origin/pull/27644.

The goal is to add E2E DNS testing for 2 or 3 client libraries and establish a framework for testing DNS resolvers. Two common libraries are Go's resolver and glibc's resolver, so let's start with those.
