The bulk of the work required for the MCO to support the confidential compute initiative is slated for phase 2, which is outlined in MCO-2074. However, to have a clear understanding of the anticipated work and get feedback from any relevant parties, we should start drafting an enhancement proposal earlier in the process. The goal of this story is to create an enhancement proposal to outline the scope of work to be completed in the MCO for the confidential compute GA to get feedback on implementation ideas before the time to complete the development work comes.

A draft enhancement proposal is open in o/enhancements#1939 and can be updated for this story.
